This happens in airplanes, inspite of the airlines specifying one cabin bag per passenger, people keep their small bag, and even jackets in the overhead bins, thus not leaving space for others :( Almost missed some important papers because of this. Had to check in carry-on and it almost got lost. Hehe! :)
